Big problem with dogs off leashes

Yesterday, I was hiking and encountered no less than 5 people walking their dogs off leash, even a couple bikers with their "trail dogs" in tow. I tried informing the bikers that their dogs needed to be on leashes and was told "the rangers don't care" and basically to mind my own business. I feel this is a big safety issue and becoming an epidemic at Chubb, I don't feel I see it as much at other parks. Anyway, does anyone have suggestions on curbing this?

Surely they aren't the only ones, but West County Dog Walkers meet-up was on upper Chubb Sat mid-morning. Some are responsible and some don't leash their dogs. They even posted several pics of their trip with both leashed and loose dogs, if that's of any use.


Good luck saying anything to them as a group, I didn't have any when contacting them on another issue.
